Our Emergency Customer Assistance Program is here to meet the needs of residential customers whose income has been impacted by COVID-19 or the shelter-in-place order.
If you have lost your job or have reduced income during the pandemic, even if you are receiving unemployment benefits, you may qualify for a discount on your water, sewer, and Hetch-Hetchy power bill. This is a temporary program which expires March 31, 2022, so don’t wait to apply!
- Water - 15%
- Sewer - 35%
- Hetch-Hetchy Power * - 30%

Our communities come first. As always, flexible payment plans are available for customers by calling (415) 551-3000. The SFPUC has also suspended water and power shut offs due to late payments, postponed liens and collections, waived late fees, and provided rental payment deferments for tenants of our facilities.
You may also consider applying for our other bill discount programs including an emergency program for small businesses/ non-profits, permanent programs for very low income households, and our rebate and incentive programs.
