Treasure Island Water Resource Recovery Facility
Overview
The Treasure Island Water Resource Recovery Facility Project will construct a new wastewater treatment facility adjacent to the existing plant (Treasure Island Water Pollution Control Plant) on Treasure Island to address aging infrastructure, ensure regulatory compliance, and meet the wastewater and recycled water needs of the future Treasure Island and Yerba Buena Island (TI/YBI) residents and businesses. The City’s redevelopment of Treasure Island is anticipated to add open space, hotels, restaurants, shops, entertainment venues and up to 8,000 new homes capable of housing more than 20,000 new residents by 2036. These facilities are critical components of San Francisco’s growth and vitality, and the new plant will offer reliable, high-quality service to all who live, work or play on TI/YBI.

Project Background
Originally constructed in 1961 by the Navy, the existing wastewater treatment plant on Treasure Island, pictured above, was designed to service a residential population of about 22,000 people. The existing infrastructure is past its useful life and has become unreliable. The SFPUC recently took over the responsibility of the operation and maintenance of the treatment plant from the Treasure Island Development Authority (TIDA) to upgrade the facilities.

Groundbreaking September 2023! Our contractor, PCL, recently broken ground on the new Treasure Island Water Resource Recovery Facility. The project is being implemented using a design-build approach and will serve new residents and businesses being constructed as part of the Treasure Island/Yerba Buena Island Development Project. Once completed, the facility will also provide recycled water to Treasure Island and Yerba Buena Island. A rendering of the project is shown below.

- Provide recycled water for the new treatment facility irrigation and toilet flushing for various residential and commercial sites.
- Increase capacity to 3.9 million gallons per day (mgd) for peak wet weather flow and 1.3 mgd for average dry weather flow.
- Improve aesthetics with architectural features and public art to provide character to the community.
- Construct a new wetland system, including new wildlife habitat.
Funding for this project has been provided in full or in part through an agreement with the State Water Resources Control Board. California’s Clean Water State Revolving Fund is capitalized through a variety of funding sources, including grants from the United States Environmental Protection Agency and state bond proceeds.
